Sebastian privately thinks that a person who refuses to wear shoes has rather forfeited the right to complain about getting glass stuck in their feet, but in the interest of not having injured co-workers, Sam probably should sit out on cleaning.
It's not that Archer can't object to this-- despite the curt tone it's meant as a suggested game plan. With that said, Sebastian doesn't expect protests as he's already heading for the cleaning supplies.

Sebastian is eminently rational and efficient about these sorts of things so, of course, he has no objections. When Sebastian comes back with the cleaning supplies, Archer adds:
"I think it is high time we considered an official policy for individuals who want to vandalize the kitchen and dining hall. You're here for most shifts so what do you think would be reasonable?"

Immediate and complete ban from the dining hall, that's what Sebastian thinks is reasonable. ...Let's be charitable and say he's saying this in the heat of the moment, out of pure irritation with Kikimora.
